DV encoder for linux or windows?

As i know so far, non-free tmpgenc on windows performs much better than ffmpeg and mpeg2enc on linux, especially with low bitrate. Achurch gives a rough comparison among them.
Anyway, if u stick on linux to encode DV, seems mpeg2enc has not too bad quality and ttmpeg is definitely much faster.
